2004 CERNLIB Release

The main feature in Cernlib 2004 is the removal of the interface to the obsolete Cern TMS system. It is the production Cernlib in "/cern/pro" on the Cern Linux system lxslc3 which will become the next lxplus. Improvements have been added to make versions for Linux 64-bit pointer systems (e.g. Intel IA64 amd AMD Opteron) using the cpp define CERNLIB_QMLXIA64, but there are still problems with Comis.
