Title: Measurement of the e+e- -> W+W-g Cross Section and direct Limits on Anomalous Quartic Gauge Boson Couplings in e+e- interactions at sqrt(s) at or above 189 GeV. A preliminary measurement of the cross section for the process e+e- -> W+W-gamma is presented using data collected with the L3 detector at centre-of-mass-energy at or above 189 GeV. Selecting W+W- events containing an isolated photon the cross section, defined within kinematic cuts imposed on the photon, is measured. Limits on Anomalous Quartic Couplings are derived at 95\% confidence level and combined with those obtained from nunugammagamma production. These results are preliminary.
