Patch release for Reco14 compatible reconstruction in simulation workflows

Built relative to Brunel v43r2p13, with the following changes:

Enhancements

• Updated ParticleID to handle new PDG conventions, lhcb/LHCb!1309, lhcb/LHCb!1372 (@philten, @ibelyaev) [LHCBGAUSS-770, LHCBPS-1796]
  Update to handle the current PDG ID numbering conventions, as well as expand the class to handle BSM physics models that are typically used in Pythia 8. This also mitigates the segfault which was reported in LHCBGAUSS-770 (and which happens also in Brunel).

Bug fixes

• Propagate LHCbApp.CondDBtag based on .Simulation, lhcb/LHCb!1098 (@rmatev)

Code modernisations and cleanups

• Backport Git CondDB, lhcb/LHCb!1282, !402 (@clemenci) [LHCBPS-1780]

Monitoring changes
