DPM and LFC Dependecy comments.

Akos really has allready addressed this in his comments.

1) Oracle Pro C is a BUILD dependecy for the oracle versions of DPM and the LFC. This
   is a  difficult BUILD dependency since a license is consequently needed to 
   compile the oracle versions of these packages. This would take considerable effort 
   to remove however Oracle instant client would be the alternative.

2) Two versions of CGSIgSOAP were being used but this now resolved and
   only gSoap 2.7 is used.

For GSI support there is a dependency on vdt_globus_essentials by CGSIgSOAP 
and indirectly also via the voms-api packages. The vdt_globus_essentials contains
rather more than GSI so a reduced package in this area if it existed could 
be used.
