TLU jobs fail on timing closure

* `ouroboros_pc053d_fmc` - asks for RARP correctly, but doesn't display anything on console (USB serial). Tried again. This time didn't even get IP address. Tried again. This time got IP address again. ( Figure trouble pinging from wrong host??)

* `ouroboros_fib_ax3_pm3` - asks for RARP correctly. RARPD not running on cuthbert.phy.bris.ac.uk correctly ( needs to be started from command line with "-e" switch ). Doesn't display anything on the console.

* FIB on Enclustra:ouroboros_fib_ax3_pm3_mr31_sha-ade673a5_runner-slu9p8x4-project-19909-concurrent-4_210714_1853 * Not reading from PROM (using default MAC). Uses RARP OK. Now has terminal I/O * Corrected PROM address. Now asks for correct address.

* FIB on AFC: Built from sources in GUI. Soft core is setting MAC (incorrectly, since doesn't have correct EEPROM address)

• soft-core responds on console, setting MAC addr. Wireshark doesn't see RARP packets.

* AFC backed out to use fixed IP address. Responds to ping

* Fanout JTAG ID ends 4D7A on Cuthbert. Testing *.bit file in https://pdts-fw.web.cern.ch/pdts-fw/mr/31/latest/fanout_0_pc059_mr31_sha-a0246ce7_runner-slu9p8x4-project-19909-concurrent-9_210715_1249.tgz * responds to ping. Terminal I/O OK.
