Maven central submit process

EMI java APIs should be available on the Maven Central repository. We expect all EMI-maintained java APIs to be available on Maven Central by the end of the project (i.e. the release of EMI 3).

In order to upload artifacts on the Maven Central repository, a well defined process must be followed.

EMI requirements

The version of artifacts uploaded in Maven central MUST be aligned with the version of the packages distributed in EMI. This means that version of packages on Maven central is always lower than or equal to the version distributed by EMI.

PTs can manage the submissions to Maven central at their own pace, ensuring that the above constraints are not violated.
