State Fringe

Turns on multipole fringe fields up to the level HIGHEST_FRINGE which is defaulted to two (quadrupole). Dipoles fringe fringe fields are always on by default on dipoles whose main purpose is to bend the ``design orbit'' orbit. Anyway in PTC it is possible to control these fringe effects completely.
