You can either insert a table with format Figure and then insert an Anchored Frame into the upper cell, or just copy and paste the table from the Formatting Figures Reference page.

In both cases you will need to adjust the height of the anchored frame as necessary and fill in the Figure Caption as necessary. Create or import the image(s) for the figure into the anchored frame.
The advantage of using a table is that the figure and the figure caption are kept together as one unit and it automatically resizes when the height for the anchored frame or the length of the figure caption are changed. However, tables cannot be run into paragraphs or rotated on the page, thus cannot be used for small or full-page landscape figures.
