Call: PLOT_COMMENT
The location should be given as a single
String in the format:
`h-v`
Where
h = LEFT or RIGHT
v = UP or DOWN
The String to be plotted.
This string can be up to 80 characters long but shorter strings
are recommended so as to avoid overflow of the comment areas on
the left into those on the right.
The comment string is plotted with the text representation
COMMENT.
